About The Role

Primech Building Services is seeking an experienced Technical Services Manager to lead our Mechanical and Electrical (M&E) Design function. This role is responsible for managing the design team, overseeing the delivery of coordinated M&E designs, and ensuring compliance with industry and sector-specific standards.

The successful candidate will provide technical leadership across a portfolio of projects, with a particular focus on healthcare and education environments, whilst supporting business growth and maintaining the highest standards of quality and performance.

Key Responsibilities

Leadership & Team Management

  • Lead, mentor and develop a team of Mechanical and Electrical Design Engineers.
  • Manage resource allocation across multiple projects to meet programme requirements.
  • Promote continuous improvement, technical excellence and best practice within the Design Team.
  • Foster a collaborative and high-performing team culture.

Design & Technical Delivery

  • Oversee the production and coordination of Mechanical and Electrical designs from concept through to completion.
  • Review and approve technical drawings, calculations, specifications and design submissions.
  • Ensure designs comply with client requirements, statutory regulations and industry standards.
  • Provide technical guidance and support to project and design teams.
  • Support value engineering and innovation to deliver practical and cost-effective solutions.

Project & Stakeholder Management

  • Work closely with Project Managers, Commercial Teams, Site Teams and external consultants to ensure successful project delivery.
  • Attend client meetings, design reviews and technical workshops as required.
  • Act as the primary technical point of contact for clients and key stakeholders.
  • Build and maintain strong relationships with clients, consultants and supply chain partners.

Healthcare & Education Sector Delivery

  • Lead the design and delivery of projects within healthcare and education environments.
  • Ensure compliance with relevant standards including HTMs, NHS guidance, DfE specifications and Building Bulletins.
  • Incorporate sector-specific requirements such as infection control, resilience, ventilation, safeguarding and energy efficiency into design solutions.

Quality, Compliance & Risk Management

  • Maintain design quality assurance processes and standards.
  • Ensure compliance with Building Regulations, CDM Regulations and industry best practice.
  • Identify and manage technical risks throughout the design process.
  • Support health, safety, environmental and quality objectives across all projects.

Skills, Knowledge, Experience & Qualifications

Essential

  • Proven experience in a Technical Services Manager, Design Manager or similar senior design leadership role.
  • Experience managing Mechanical and Electrical Design Engineers within a building services environment.
  • Strong background delivering M&E projects within the healthcare sector.
  • Experience delivering projects within the education sector.
  • In-depth knowledge of HTM standards, NHS guidance and education sector design requirements.
  • Strong understanding of mechanical and electrical building services systems.
  • Experience delivering projects from concept design through to completion.
  • Proficiency in AutoCAD, Revit and BIM environments.
  • Excellent communication, leadership and stakeholder management skills.
  • Strong commercial awareness and problem-solving ability.
  • Degree or equivalent qualification in Mechanical Engineering, Electrical Engineering or Building Services Engineering.

Desirable

  • Chartered Engineer status (or working towards Chartership).
  • Membership of CIBSE, IET or another relevant professional body.
  • Experience working with NHS Trusts, private healthcare providers or public sector frameworks.
  • Knowledge of BIM Level 2, ISO 19650 and digital engineering processes.
  • Experience delivering projects within critical environments such as operating theatres, laboratories, clean rooms or specialist teaching facilities.
  • Experience supporting tender submissions, business development and pre-construction activities.
  • Low Carbon Consultant qualification.
  • Principal Designer Awareness or CDM-related training.
  • BIM ISO 19650 certification.
