About HALO:

HALO is the leading global NGO addressing the impact and drivers of conflict in 30 countries and territories, with over 8,000 staff. Most of our staff are local employees and include a growing number of women.

Our primary duty is to serve people affected by conflict, clearing landmines and the explosive remnants of war that threaten lives and livelihoods long after fighting has finished. We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence.

HALO addresses human suffering caused by armed violence in some of the world’s most fragile places, securing weapons and ammunition and working with both state and community actors to reduce the prevalence of armed violence.

HALO increasingly recognises the importance of environmental sustainability within mine action and is investing in systems and people to ensure our operations minimise harm and contribute positively to the landscapes and communities we serve.

HALO is strengthening its global environmental capability to meet organisational sustainability goals, rising donor expectations, and sector standards. Reporting to the Global Environmental Manager (GEM), this new role will play a central part in driving that progress by supporting the delivery of environmental obligations across key grants - most notably NORAD - and by advancing HALO’s global Environmental Management System. You will work directly with country programmes to improve the environmental performance of offices and remote camps, introduce best‑practice waste and resource‑management systems, and identify emissions‑reduction opportunities across energy, fleet, travel, and procurement.

  • Develop practical guidance and tools to support programmes in reducing emissions

Programme support

  • Provide direct support to all programmes in receipt of NORAD funding in delivery of environmental obligations within the grant, including implementation of task level environmental screening
  • Support programmes to identify and implement measures to reduce their environmental footprint in areas such as energy, waste, water and procurement
  • Support programmes to implement waste reduction initiatives, including reduction, reuse and recycling

Systems

  • Support HALO’s GEM in implementing HALO’s Environmental Management System across HALO programmes, in line with IMAS 07.13
  • Support HALO’s GEM in rolling out environmental screening across HALO’s programmes, including establishing data collection workflows and monitoring
  • Contribute to development of HALO’s environmental tools and systems, including training resources and MEAL.

Proposal development and support

  • Support programmes in thematic proposal content, ensuring environmental sustainability is integrated and budgeted for
  • Assist in development of environmental project concept notes and proposals
  • Monitor HALO’s main donor base and collate environmental priorities and obligations
  • Support donor reporting on carbon and sustainability commitments

Partnerships and representation

  • Support representation of HALO in relevant sector working groups, events and conferences
  • Contribute technical input to partnership agreements and research initiatives

  • Knowledge of greenhouse gas/emissions baselining processes, including data requirements and recognised methodologies (e.g., GHG Protocol)
  • Practical experience supporting organisational environmental management, including contributing to or operating within environmental standards (e.g., ISO 14001, IMAS 07.13 or equivalent).
  • Strong understanding of environmental compliance and safeguards within humanitarian, development, or donor‑funded programmes.
  • Proven experience working in field operations in mine action, humanitarian or post‑conflict settings.
  • Excellent communication skills, with the ability to explain technical environmental concepts clearly to non‑specialists.
  • Strong data handling, analytical, and reporting skills.
  • Willingness to undertake international travel, including to challenging environments, as required.
